In response to the global trend of achieving net-zero carbon emissions by 2050, the government began fully developing green energy in 2017, setting a goal to increase the green energy ratio to 20% by 2025. Farmland and fish farms in central and southern Taiwan have become prime targets for optoelectronic companies competing for land. One-tenth of the land in Cigu District., Tainan City, has been repurposed for the construction of photovoltaic power plants. As a result, many middle-aged farmers have lost their rights to lease the land, leading to job loss and forced migration. Coastal fish farms have also been transformed into a ”sea of photovoltaic power,” drastically altering the future of fishing villages under the green energy policy.
