General Rules and Regulations

I. Purpose:

New Taipei City Government has continuously supported the documentary films by providing startup funding to directors and students with great proposals. The purpose is to record diverse views of our society and to aid in the development of the documentary film industry. In cooperation with Chi Po-lin foundation, the “Chi Po-lin Documentary Award” was added to the competition this year in continuing the legacy and spirit of director Chi Po-lin “Speak for Taiwan with documentary films” to call for public awareness of environmental issues. Themes relate to environmental issues in Taiwan can also submit for the award alongside New Taipei City Documentary Awards.

III. Co-Organizer:

Chi Po-lin Foundation

IV. Theme:

A. No limitation. All commercial or business-oriented proposals will be rejected.

B. If contestants sign up for the Chi Po-lin Documentary Award, the content of the film must focus on environmental issues in Taiwan, referring to the United Nations Sustainable Development Goals (SDGs), including but not limited to the following categories:

1. Clean Water and Sanitation: Water pollution and sewage disposal and treatment, water resource shortage and water efficiency and topics related to water resources management, watershed conservation and topics related to water ecological systems.

2. Sustainable Energy: Topics of fossil fuel and greenhouse gas issue, nuclear issue, renewable energy limitation and environmental issues derive from above issues.

3.Industry, Innovation and Infrastructure: Issues of sustainability in industry pollution, illegal factories on farmland, and transportation infrastructure.

4.Sustainable Cities and Communities: Issues of urban heat island effect, urban environmental pollution and territorial planning and more.

5. Responsible Consumption and Production: Issues of waste disposal, agricultural and industrial pollution, and sustainable production and consumption behavior.

6. Climate Action: Actions aim to droughts, and warning, reduction, action and recovery of extreme weather.

7. Life below water: Issues of aquatic ecosystem, marine waste and disposal, eutrophication and over fishing.

8. Life on Land: Issues of mountain forest development, forest management, habitat destroy, illegal extraction and poaching and loss of biodiversity caused by exotic species invasion.

V. Qualifications:

A. The film director is the initial proposer. At least one of the proposers, either the director, the assistant director, or the producer has to possess the ROC citizenship. The proposers should demonstrate that they have experience involved in film productions;

B. Proposals recommended by known film festival organizers or film-related institutions (or organizations) with official recommendation letters can be exempt from above regulation;

C. All proposals must be submitted as personal instead of production companies. The same proposer can submit more than one proposal.

VI. Registration Notice:

A. Film Category: Documentary;

B. Film Specs: HD or above, with professional sound qualities;

C. The entry can be under production or merely in the planning status. Completed films are not eligible for entries; The organizer has the right to reject any invalid proposals;

E. Submission Deadline: March 1, 2024;The online submission system will be activated starting January 1, 2024 and close at 23:59 on March 1, 2024, Taiwan Time (GMG+8)

F. All submission must be done online, including the entry form and the consent form. If one qualifies and is interested in the Chí Po-lin Documentary Award, please also make the selection during the online entry;”

G. Required Documents:

(A) The Proposal, including:

1. An introductory essay of reasons and goals;

2. Film concepts or themes;

3. Story outlines;

4. Filming objects, venues, and events;

5. Schedule and budget plans;

6. Preliminary research materials such as references, photos, clips, news, etc.

7. Introductions of the production team;

8. References of previous works.

(B) Visual/ Audio Material:

1. An up to 3-minute trailer clip of the proposal (Chinese and English subtitles are needed);

2. An up to 3-minute introduction clip of the director’s works;

3. The above two clips should be submitted by providing the URL for downloads or the mail-in DVDs, which should be specified in the entry form;

(C)For the URL submission, the clips should be in MP4 format. These clips should also be uploaded to YouTube and have the private links and passwords (if applicable) emailed to “This email address is being protected from spambots. You need JavaScript enabled to view it.” for online review; DO NOT alter the links and the passwords before the final results are announced.

(D)For the DVD submission, please indicate the names of the proposers and the proposed film in the mailer and have all required mailed to: Department of Information, New Taipei City Government 161, 6F, Sec. 1, Zhongshan Rd., Banqiao Dist., New Taipei City, 220242 Taiwan (R.O.C.)

VII. Proposal Review:

Proposals submitted will be judged in the following 3 stages:

A. Stage One - Initial Review

(A) The Initial Review will be conducted by a professional jury starting end of March to pick 24 finalists from the participants for further reviews, up to 6 selected films will be selected by the Chi Po-lin Documentary Award to enter the Public Review stage, and the same work can be repeatedly selected for two awards;

(B) Review Criteria: Proposal integrity & feasibility, relevance to the topic, and production team’s experience;

(C) The result will be announced on the official website site(https://www.doc.ntpc.gov.tw/) and the Facebook fans page(https://www.facebook.com/NewTaipeiCityDocumentary) on March 31, 2024. All finalists will also be notified by the organizer

B. Stage Two - Public Review

(A) A public review of the 24 finalists will be held on April 15,16, and 17, 2024 (venue to be announced online). The proposers are required to present their proposals and ideas, and reply to the jury’s questions in person. The jury will then choose up to12 proposals to receive the awards; Up to 1 film will be selected by the Chi Po-lin Documentary Award as award winner. If the applicants applied to both awards, there’s a possibility that one may get selected for both awards.

(B) Review Criteria: presentation skills & QA performances.

(C) The presentation is 7 minutes including trailer time and followed by an 8 minutes Q & A from the jury for each proposal;

(D) A press conference will be held to announce the 12 awarded proposals on April 17, 2024; finalists from the participated teams must send at least 1 team member to attend the workshop. Details about the workshop to be announced online later;

C. Stage Three - The Final Review

(A) The films should be finished and submitted by 5 p.m, September 16, 2024, and Chinese and English subtitles are needed. If not submitted by the day, the rewards have to be returned to the organizer.

(B) Judging Criteria: proposal executions, portraying of the story, potential for a featurelength documentary, and professionalism.

(C) The submitted films should be 15 to 30 minutes in duration for TV airing. The end credit should display “本片獲新北市紀錄片獎優選影片” and “New Taipei City Documentary Film Awards” wordings. If the film has won the Chi Po-lin Documentary Award, the end should display both titles of “本片獲新北市紀錄片獎、齊柏林環境紀錄獎優選影片” and “New Taipei City Documentary Film Awards and Chí Po-lin Documentary Award”. Violations of the above rule will be expelled from the Final Review;

(D) The Final Review will be held in early-October 2024 by a professional jury. Three winners will be announced in the award ceremony;

VIII. The Awards:

A. The proposals picked from the Public Review will be awarded NT$350,000, if the applicants applied to both awards, there’s a possibility that one may get selected for both awards. The grants will be will be awarded in 2 installments:

1. 1. The first installment of NT$200,000 will be awarded by the organizer and co-organizer in accordance with the legal procedures within two weeks following the announcement of the winners. The filmmakers must submit their identification documents and other relevant materials to the organizer and co-organizer.

2. The second installment of NT$150,000 will be awarded by the organizer and co-organizer in accordance with the legal procedures two weeks after the award ceremony, after the submission of the full film, trailer, stills, and public broadcast authorization documents, and confirmation that there are no outstanding issues.

3. For those who do not have a local bank account in the Republic of China, the foreign exchange rate will be based on the closing cash exchange rate of the Taiwan dollar against the US dollar as announced by the Bank of Taiwan on the day of the release of the films’ winning announcements. International foreign exchange related fees will be the responsibility of the winners.

B. Prizes for The Three Final Review Winners:

(A) The First Place: cash bonus of 100,000NTD, trophy, and certificate;

(B) The Second Place: cash bonus of 80,000NTD, trophy, and certificate;

(C) The Third Place: cash bonus of 60,000NTD, trophy, and certificate.

C. Winners will not be announced if none of the films are up to the standards. 10% tax (20% for non-residents) will be pre-deducted from the award money by the organizer.

IX. Copyright and Authorization:

A. Directors own their copyrights of the submitted films;

B. Public Review Awarded Film directors are required to provide and authorize the organizer, free of charge, of the following contents:

(A) Awarded films must provide 5 minutes or less of video footage to the organizer and coorganizer for re-editing and promotional purposes to assist in the promotion of this series of events;

(B) Provide stills and video footage of up to 5 minutes in length to the organizer and coorganizer for display on their official online platforms (website, fan page, YouTube channel, and related promotional materials for this series of events) to assist in the promotion of this series of events;

(C) A 15 to 30 minute TV version (must not exceed 30 minutes) for the organizer to broadcast on the public cable channel of New Taipei City, the Award Premier, and the other non- commercial public screenings; contestant of the Chi Po-lin Documentary Award should agree on the public broadcast right during the promotion period of environmental documentaries that hold by co-organizer.

C. Authorization consent forms will be set by the organizer and each selected film’s production team.

X. Additional Notes:

1. Proposers guarantee their rights to contents adopted in their productions. The organizers are fully exempt from any legal obligations should there be of any copyright violations occurred upon the proposers and a third party, which upon the occurrences the proposers are solely responsible for any legal obligations involved and should compensate all the loss of the organizer and co-organizer.

2. On violations of the above said issues, the organizer reserves the rights to claim the distributed cash awards, the trophy, and the certificates;

3. Awards will not be issued in any stages should the jury consider the proposers are disqualified for the awards;

4. In order to assist and guide the filming, the organizer will hold a production working meeting. The selected film director and his/her team members should assign at least one to attend. Please refer to the official website for the meeting time and site.

5. In order to promote the documentary on environmental issues, the Chi Po-lin Foundation intends to hold a screening event for the film which has won the Chi Po- lin Documentary Award. The selected film director and his/her team members should assign at least one to attend. The details and content of the event will be decided by the Chi Po-lin Foundation and the winning team.

6. The organizer will assist in submitting entries to international documentary competitions should it finds the films suitable;

7. For those who won the Award and would like to develop their films in the future and the film must come out in theaters. The organizer will provide marketing assistance later.

8. Award money will be taxed accordingly. If the award amount is over NT$20,000, the organizer and co-organizer will withhold 10% of the tax. If the recipient is a non-resident individual of the Republic of China, 20% of the tax will be withheld. If there are multiple applicants for the same film, the primary applicant on the application form (i.e., the film director) will be designated as the recipient of the award and the taxpayer for the award. The applicable rules and the income tax will be taxed accordingly, to the primary applicant on the application;

9. The organizer will not issue a return of the submitted proposals;

10. The organizer reserves the right to amend all regulations of the Award;

11. All proposers are considered to consent to the above rules upon submitting their proposals.
